Rules and Regulations

The Ohio EPA surveys the Health Department annually to assure that we are implementing the program correctly. The rules and regulations pertaining to Solid and Infectious Waste Disposal are promulgated by the Ohio Environmental Protection Agency and can be found at http://epa.ohio.gov/dmwm/Home.aspx.

Inspections

This division also inspects solid waste-related nuisance complaints. Complaints can range from illegal activities such as the open burning of waste to the open dumping of tires or other solid waste.

Waste Information

Clean Hard Fill

Clean hard fill consists of only reinforced or non-reinforced concrete, asphalt concrete, brick, block, tile, and/or stone.  The word “clean” in clean hard fill means that the material is not contaminated by solid wastes, infectious wastes, hazardous wastes, or construction and demolition debris (C&DD).  If these types of waste are commingled with clean hard fill, all of the materials must be handled and disposed of as solid waste, infectious waste, hazardous waste, or C&DD.

Failure to provide the Notice of Intent to Fill to our department by mail to: Environmental Health, 555 Lexington Ave., Mansfield, OH 44907; by fax to: 419-774-0845; or by scanning the form below and emailing to: envhealth@richlandhealth.org; may result in the person engaged in filling being charged with a fourth-degree misdemeanor.

Ways to use Clean Hard Fill

  • Recycled into a usable construction material
  • Disposed of in licensed landfills that accept C&DD
  • Used to change grade on the site of generation or removal
  • Used to change a grade on a site other than the site of generation by providing a Notice of Intent to Fill at least seven days before filling.
