HEALTH COMMISSIONER

DUTIES:

Collaborative Leader

  • Provides leadership, develops trusting and collaborative working relationships with the directors and supervisors of each department by assisting in strategic planning and goal setting. Develops collaborative working relationship throughout all divisions and department of the health district.
  • Coordinates and collaborates across multiple community organizations that are working to improve the health and well-being of Richland County and to deliver clear vision and outcomes. Identifies and supports other entities that are working to deliver Richland Public Health strategic priorities.
  • Provides leadership and direction for the department’s public health accreditation implementation.
  • Leads and manages staff and conducts annual performance evaluations of leadership team and ensures regular evaluations of all staff.
  • Secretary to the Board of Health, responsible for meeting agenda, annual schedule, minutes and recommendations from the Board of Health.

Strategic Planner

  • Ensures RPH departments are meeting work plan goals and objectives with quality results. Works with directors as they plan and manage assignments for their respective staff.  Finds solutions to issues and problems that may arise; inspires all RPH employees to perform at their highest level.
  • Strives to continually improve and enhance job knowledge through attendance of pertinent educational courses, seminars and workshops; reviews of current professional publications; establishes personal and professional networks; benchmarks state-of-the-art practices; participates in professional organizations and societies.
  • Works to build connections and strengthen relationships with our diverse communities with a focus on health equity. Develops systems and strategies that increase access and remove barriers to public health programs and services.

Public Health and Environment Departments

  • By assessing and monitoring community/environmental health needs, priorities, and legislation; assesses the impact of public policies, laws and regulations on public health prevention and disease control; identifies relevant and appropriate data and information sources for public health promotion/disease prevention; articulates, develops and recommends evidence-based approaches to public health promotion, disease prevention and control to the Board of Health; demonstrates knowledge of program-specific content areas to serve as a resource for management team.
  • By directing staff and assuring compliance with public health laws of the State of Ohio, and public health orders, standards and rules; provides consultation to the Board of Health and recommends appropriate action against violations of health codes.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement, and directs the implementation of changes.
  • Manages and participates in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments as necessary.
  • Assures the development, review and implementation of the community health assessment, community health improvement plan, division strategic plan and workforce development plan.

QUALIFICATIONS:

  • Five plus years of experience in a Public Health department or related field with progressively more responsibility and leadership roles including five years managing others or equivalent combination of education and experience.
  • Master’s degree in a public health discipline such as environmental health, health education, epidemiology, health administration/policy, biostatistics, nursing, public administration, health administration or a related discipline from an accredited college or university.
  • Demonstrated leadership abilities, solid management skills and success in developing and leading strategic projects with proven results.
  • Demonstrated working knowledge of the theory, principles and practices of public health, public health services and programs, public health nursing and environmental health
  • Must possess a valid Ohio driver’s license or be able to obtain one within 30 days of employment with a satisfactory (less than 4 points) motor vehicle driving record.
  • Knowledge of public health principles, practices, methods and trends as well as federal, state, county and other local policies, laws, regulations.
  • Ability to effectively develop and mange RPH mission and operation.
  • High level of analytical and technical skills.
  • Effective communication, both oral and written.
  • Advanced level of interpersonal skills necessary to provide effective leadership and develop cooperative working relationships.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Knowledge and ability to implement health equity initiatives.
  • Ability to provide administrative and professional leadership and direction to subordinate staff.
  • Ability to concentrate and pay close attention to detail in reading/writing reports, reviewing/preparing/presenting budgets and representing the county at internal/external meetings.
  • Ability to read, understand, and follow written/verbal instructions; function with little or no supervision. Make interpretations and decisions quickly and independently using sound judgment.
  • Ability to compile data, keep records, compile reports and maintain files.
